Uninstall Runs but Program Stays on System

I run uninstall a program and the program disappears from the Uninstall or Change A Program menu but the program is still on the system and operates perfectly.

What is the name of that program ?

Right click at Start button > select Run > at the Run box, type regedit > OK

At the Registry Editor, do the followings............
expand ( click the pointer in front of ) HKEY_LOCAL_MACHINE
expand Software
expand Microsoft
expand Windows
expand CurrentVersion
expand Uninstall
scroll to locate QCheck > right click at the folder > click Delete
exit registry editor.

Also ..................
open File Explorer > click This PC > open C; drive > open **Program Files > delete anything related to NetIQ QCheck.

** if you have a 64-bit computer, you open Program Files (x86)
If you have a 32-bit computer, just open Program Files.

Or give revo uninstaller a try. There's a free version that works great in most cases.

QCheck does not appear when I scroll down under Uninstall. If it matters - QCheck installs directly under the C drive

Like davidhk129 said, you could manually remove it the way he suggested. or, I've had decent luck deleting the program folder, then running CCleaner's registry cleaner.
