I found 2 workarounds.
1: I noticed that you do a restart of Windows, the Windows load-up and the login take longer. But you will have your signal strength back.
Or
2: Go to the Network and Sharing Center>Change Adapter Settings. Disable the Wifi adapter. Then re-enable it. You will get your signal strength back. This way is much faster.
I'm thinking that In Microsoft's attempt to provide a fast boot-up is not allowing certain operations to be performed on the wifi function. But with the Windows re-start, all needed steps are performed. That is why it takes longer to get to the desktop on a restart.
