Finally broke down and contacted Microsoft. The tech attempted to run the troubleshooter to no avail and ultimately reinstalled Windows 10 on my system. The issue is resolved.

Having the same issue and will update my posting today. That said how do I contact MS and is there a fee?

You Have several options
Run the windows update troubleshooter a few times and see it that fixes it. Sometimes it does.
You can run a repair install. Download and create an Install USB Media for MCT then run the Install.exe from within windows. Be sure to select to save your files. That should fix you, you'll have several updates to run.
If that fails you can either reset your computer with the manufactures recovery system. or Reset windows you will lose your data and programs so back up your data.
