This is a bug in build Windows 10 Update 1511 (10586). It is a problem that all computers on a Wired network (except the master browser computer) cant see any other computers on the network.
I have been trying to resolve the issue without luck so far. What I have found is:
If I turn off all the computers, and start computer no.1 first, it becomes the Master Browser and can see/access all computers on the network. If I then turn on computer No.2 it wont be the Master Browser, and it cant see/access any other computers on the network and it's the same for computer 3, 4, etc when I turn them on.
If I turn off all the computers again, and start no.2 computer first, it becomes the Master Browser and can see/access all computers on the network. If I then turn on computer No.1, 3, 4 etc they wont be the Master Browser, and it cant see nay other computers on the network.
The is repeatable for any of the computers on the network, They computer that's tuned on first, is the master browser and and can see/access all other computers on the network. Any computers turned on after the first computer cant see/access other computers on the network.
It also happens if the Master Browser computer is rebooted. When it restarts it's no longer the Master browser, and cant see/access any other computer on the network.
I have also tried it with a WiFi tablet running Windows 10 update 1511. On WiFi it can see and access all other computers on the network even when it's not the Master Browser computer. Plug it into the Ethernet, and it cant see/access any other computer on the network, unless it is the Master Browser computer.
In summary, IMO this Windows 10 update 1511 has a major Ethernet/Master Browser Bug that is a 'show stopper' for wired networks.
BTW setting up a Home group on a network with this bug works fine, and all computers joined to the home group can see and access all the other home group computers.
