Problem:
1. There is currently no homegroup on the network.
2. Windows can't set up a homegroup on this computer.
3. c:\Windows\ServiceProfiles\LocalService\AppData\Roaming\PeerNetworking\idstore.sst does NOT exist
I'm not sure about the idstore.sst file, but I ran across something in my diagnostics research on the internet that says to delete this file, reboot and try again to create a homegroup. That's when I found the file wasn't there and to my knowledge never existed since the windows 10 upgrade.
Other Diagnostics:
homegroup troubleshooter had to run the network troubleshooter
network troubleshooter couldn't detect any problems
then homegroup troubleshooter couldn't detect any problems
sfc /scannow =
Windows Resource Protection did not find any integrity violations.
DISM.exe /Online /Cleanup-Image /CheckHealth =
No component store corruption detected.
The operation completed successfully.
netsh Winsock reset =
Successfully reset the Winsock Catalog.
rebooted and the "Windows can't set up a homegroup on this computer." persisted
I navigated to Control Panel\All Control Panel Items\Network and Sharing Center\Advanced sharing settings
to Change sharing options for different network profiles.
on "Private (current profile)" I Turned OFF network discovery AND file and printer sharing
on "Guest or Public" I Turned OFF network discovery AND file and printer sharing
on "All Networks" I Turned OFF Public folder sharing
I ran netsh Winsock reset again
rebooted and the "Windows can't set up a homegroup on this computer." persisted
ran the homegroup troubleshooter again and it found and fixed all the problems
