SOLVED Can't connect to Group Policy Client service

I tried to follow the directions but I can't get the windows prompt to work as admin. I get the blue circle for a while and then the message "This file does not have a program associated with it for performing this action. Please install a program, or if one is already installed, create an association in the Default Programs control panel" I can open the command prompt regularly. regedit gives the same message... Please guide me through this.
