Windows Defender and Opera

Windows Defender keeps bringing this up now and then..is it right or wrong?

I would allow it on my own network (set the check mark) but not on public networks, especially if you need to login on sensitive sites like banks or any other site that has sensitive data about you. Snoopers are everywhere on public networks.

I do that and defender comes up with it again and again
