Sticky Keys. What happens to the settings menu, start up menu, and the cross during the screenshot? How to disable / fix it.

There is no such thing in the browser, and I have already disabled the keyboard, so I think the problem is not with the keyboard. I WAS REBOOTING THE COMPUTER. I tried to change the key sticking settings. Nothing helped. I do not know how to formulate a question to google it without showing the problem. It all started with the fact that I held Shift for too long, BUT I TRIED to press Shift for a long time again - the problem did not disappear. I have achieved the maximum so that the buttons do not make sounds, and that's it. I was doing a system restore - it didn't help
