Game to big for screen

My game is to big to fit in screen--tried to adjust screen resolution but nothing works. So far this is the only problem I have encountered with Windows 10

I tried to post a link for Ask Leo but it bombed so here's the gist of it. Press ALT and spacebar together which will bring up a menu. Select move and use arrow keys to adjust window. The same menu can size windows by typing S then enter.

That's what I thought.....this needs to been done in the game settings for each game.

I brought up the menu but it won't let me select anything!
