Dell REtools partition

A desktop PC has never had an RE*tools* partition, but a Dell laptop did - until it was deleted.

Is it truly necessary, for booting from the BIOS in case of OS failure, or simply a Dell tool with utility that can be handled in another way?

If so, how would this be done in absence of REtools partition?

Or how can the tools partition be restored?
