XBox One Controller Not Vibrating

I purchased an XBOX One controller + cable for windows from Amazon. When I plug it in, I get the tone that I had added a new device but nothing else (no installation of drivers) and it has never vibrated with any game. Supposedly, the correct driver is part of Windows 10 and when I click to 'Update Driver', it says it has the latest driver. Just wondering if anyone else has had the same problem. Thanks
