Windows10 Failed To Finalize Installation

I was running windows 7on my hp mini and did the upgread .it would not install so I mad a Usb ISO Installer to use with windows media creation tool.it loads and imstalls but when it opens'. Windows to fimilize it reboots and returns to the installpage to start over.what can I do? Please help.thank you
