Windows Surface Stuck on Loading Screen: How to Force Restart or Load

After not using my Windows Surface for a week or two, I turned it on and it’s stuck on a dull green screen with no text. The cursor is the blue loading circle. Holding the power button makes the screen go black briefly, but it goes back to the green screen instead of shutting off. It’s been like this for 15 minutes. How can I force a restart or get it to load properly?
