I searched thru these forums and tried some of the things suggested, but none worked.
On the lock screen, I do not see a picture...just a blue screen.
I DO SEE the little note, "Like what you see? in the upper right
A description of the picture (A Glacier in Argentina) in the upper left
The time/date in the lower left
The power & network icons in the lower right
The other funny (not funny haha, but funny strange) is when I click on Settings > Personalization > Lock Screen, I do see the image (of the glacier in this case) in the Preview screen. And, this picture changes every day or so just like it would and should, on the main screen.
I did do
dism.exe /online /cleanup-image /scanhealth
dism.exe /online /cleanup-image /restorehealth
I also went to
C:\Users\name\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy/
LocalState\Assets and deleted all the images there and rebooted.
Nothing helped.
My wife has the same exact PC, and hers works fine, as does my desktop PC. I realize this is not a big deal, as everything else on my PC works as advertised, but it bugs me.
