Windows says needs update but won't update

You should make sure Windows Update and Background Intelligent Transfer services are running. Click Start, type services.msc in the search text area, and then click services.msc in the programs list.
Double-click Background Intelligent Transfer Service. If the Startup status lists Stopped, click Start and then OK.
If the status is Running, right-click and select Restart. Double-click Windows Update.

If the issus persists, please try performing an in-place upgrade. It will help repairing broken operating system files while your personal files, apps and settings will not be removed.
