Windows Recovery Environment is disabled on devices in my organization

Hi,

I need your help.
We don't use recovery partitions on our devices, and WinRE is disabled. The KB5034441 update is failing to install with error code 0x80070643.

What can I do to successfully install KB5034441 and how can I avoid this issue in the future?
