WIndows Key and Icon INOP

Windows 10 64 Bit v 2004, 2020-09 Cumulative Update installed, Dell 7404 Xtreme
Windows Start Key inop from both KEYBOARD Windows Key AND Windows Start key INOP.
Search Box INOP. Task Bar blinks in and out.

Sounds similar to a February issue.
Getting "real old" working around, especially task bar blinking in and out.

Any ideas?
