Windows incomplete shutdown or sleep

I have been having an issues with shutdown or sleep. Quite often when I shutdown or choose sleep, the screen will go black immediately but the computer will keep running and there is an indication that my WIFI connectivity remains active. All my applications are closed unless trying to sleep. I have seen numerous postings on the issue. One thing that seems to work is to sign off and then choose shut down or sleep from the sign in window.

I always sign Off first, works for me. It's good practice. It's like a safety net; should someone happen to be snooping, wake up your PC and have full control of all your personal information.
