Windows Default Printer

So my entire company is having an issue where Windows 10 changes the default printer to the last one used. We have all gone into the settings and switched off the "Let windows manage my default printer" setting. But every time you restart the computer it turns itself on again.
Very frustration. If anyone can offer any insight it would be very much appreciated by everyone here!!

Are these domain joined computers?
IF so they might be affected by Group Policies being handed down as they are parsed at startup of login (Local, Site, Domain and Finally OU).

Did your system admin install the drivers for the printers themselves or did they rely on the Windows hardware detection tool to install the drivers?, they need to install the drivers that came with the printers and not rely on Windows installing them!.
