SOLVED Windows could not start the Peer Name Resolution Protocol service on Local Computer

I have the following issue with Windows 10
"Windows could not start the Peer Name Resolution Protocol service on Local Computer" when attempting to start this service.
I am attempting to start the service because I could not join home group.
I have deleted the file “idstore.sst” under the location: C:\Windows\ServiceProfiles\LocalService\AppData\Roaming\PeerNetworking.
I have turned off all non-windows services and restarted and still no joy.
Any Suggestions on how to resolve this?

Thank You so Much for your assistance. It was the Rights issue on the folder
