Windows could not configure one or more system components.

Win 10 home.
Version 1703 (OS Build 15063,1029)
Windows downloads and tries to update itself to version 1709, but every single time, I receive a dialog that reads "Windows could not configure one or more system components. To install windows, restart the computer and then restart the installation".
I click on the OK button.
It appears to roll back whatever it "was" able to update.
Then the next time I restart the pc, Windows tries once again to download and update.
And of course, I receive the same dialog.
So, I'm kinda stuck in a loop.
Unable to update from version 1703 to version 1709.

I have run the update troubleshooter.
SFC
And chkdsk (Which seemed to run forever.)
No errors found.

Any ideas as to what I might do to get around this issue would be greatly appreciated. (I would like to get to version 1803 eventually.)

As I found in several similar other situations, that in the longer way it is the quickest by reinstalling the "latest version of Windows 10, currently 2004" keeping your files and applications already installed.
