Windows cannot read dvd disks

Are these data DVD discs or Films?
If films do you have DVD player software installed?
Have you tried cleaning the laser?
Can the drive read CDs or home burned discs?

Windows 10 reads data DVDs...the OS is distributed on a DVD. Download and try VLC.
