Windows Backup fails to backup credentials

So, I'm trying to back up a laptop and transfer the contents to a new one using Windows Backup, but I keep getting "Partially backed up" with credentials not being backed up. The message says, "Verify your Microsoft account to back up credentials - You need to verify your identity before credentials can be backed up. Go to settings." However, when I go to Windows/Settings/Windows Backup, there's no place to verify my Microsoft account or verify my identity. All options on that screen are turned on. What am I missing?
