Windows 10 wont start

while surfing the web I hit some kind of Warning about a bad site. Rather than reply I just powered down the system. Now it wont start. The HP logo (its an Hp desktop) comes up, the little circles spin, then go away after a few seconds, and that's it.

Do I need a rescue disk - I don't have one - and how do I use it?

Start the computer and when the Windows logo appears, press and hold the power button until the computer shuts down. Do this twice and the third time the computer should boot into the Recovery Environment.
