Control Panel\All Control Panel Items\Troubleshooting -> Left Column -> View All
Select the Power trouble shooter and see if that reveals anything.
Right click the Start Button and choose Command Prompt (Admin) and in the command prompt window type shutdown /s /t 00
hit enter
See if it shuts down that way.
Try clean boot and safe boot. Windows 10 uses the 'Fast Boot' (Hybrid Shutdown) feature feature by default. If your PC hardware is simply incompatible with Fast startup, it may be causing it to restart.
