SOLVED Windows 10 unstable

I have an issue with Window 10 that came installed with my ACER laptop. Frequently I see circles floating upwards on the left side of the screen. Shortly thereafter the screen jumps all over the place and I have to restart the computer. I tried to reset the computer but the problem always comes back. I tried to do a clean reset but the system is unable to do it. I have deleted many apps without any change and I have reset to earlier times all was ineffective. Please help !!!

Have you been to the Personalization setting screen and turned off every visual effect that you can...set everything either to the Window 10 screen or to just plain grey. Bacground, lock screen, themes, colours, everything.
I think I have seen this circles thing...does it look like bubbles?

Thanks for the tip, I will try what you say. The circles look like floating bubbles.
