Windows 10 stuck at welcome to Windows screen

I just upgraded from Windows 7 to 10 and everything went fine but now when it gets to the welcome to Windows 10 screen my mouse and keyboard don't work. I tried going into the bios menu and they both work fine but I can't get them to work in the windows 10 setup welcome screen.
