Windows 10 PC won't start after installing update

I have a Windows 10 PC that, after installing the 2024-08 Cumulative Update for Windows 10 Version 22H2 for x64-based Systems (KB5041580), will not boot past the loading screen (black screen with a large blue logo and no spinning dots). The PC can boot into BIOS and recognize all its drives, but it will not boot into safe mode or advanced recovery mode. The computer was working fine until I tried restarting it after installing the update, and now it will not boot up anymore. Is there anything that can be done to fix this issue? Any help would be greatly appreciated.
