Windows 10 insisted in Upgrade 11th December 2017

I had appear an instruction to allow Windows Up grade my current W10 . at he end of a long process I had an unneeded
offer to get other mobile android system etc joined with this pc and deleted them as not required.
I am now left with an icon for notepad (1) which when opened contains

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21799

I am loathe to dismiss it out of hand. What is it. I dont need it, how can I safely remove it

Welcome to the Forum.


That description implies you are seeing a Desktop.ini file, which Windows uses to keep settings for folders.

You normally would not see these files as they are protected system files, which makes me think your setting has had its check mark removed. You can verify this and correct it by doing the following:
  • Open File Explorer
  • In File Explorer's top ribbon select View
  • On right end of the View ribbon click Options > Change folder and search options
  • In the Folder Options dialog that opens select the View tab
  • Scroll down and locate Hide protected operating system files (Recommended)
  • If it is not already checked then make sure you check it now.
  • Click Apply then click OK
