Windows 10 hangs in WELCOME

I upgraded from Windows 7 to Windows 10, and the system seemed to work - I could use Windows mail, Explorer, and MS office. When I turned on power the next day, the system hangs with the Welcome screen, with the timing circle spinning. The mouse works, but there is nothing to click on. When I turn power off and then on, it returns to the same hung state. I cannot enter Safe mode (F8), but can enter Setup (F2). No other key appears to be active.

How can I fix Windows 10? How can I return to Windows 7?
