windows 10 doesn't let programs read/modify/create saves

I recently installed windows 10 (I had windows 8.1) and first thing after installation, I installed Risk of Rain via Steam and it started in windowed mode on the lowest resolution, lowest settings on audio and graphics, no mapped controls (just "??") and of course no progress. In the "scores and unlockables" everything was 0 except the first line on the right which was "-230 POINTS". Now I think this isn't a problem with the game as it is with windows because I have problems with other programs also not being able to modify/read/create save files or any other files after the installation. Is there a setting which I have to change or something? Please help.
