Windows 10 Crash and Burn

I am running an Dell Inspiron 3847computer. When purchased it was running Windows 8.1 then upgraded to Windows 10. Everything seemed to work very nicely until I became hopelessly entangled in MSN's user name/Outlook Live Name/password/user account mess (for lack of a better word). In any event I became so frustrated I set the computer to full system recovery mode. Little more than 10 to 12 hours the process advanced to 2 percent completion. At this point we experienced a power outage due to a windstorm and the recover process was interrupted. Now the machine OS is not responding at all. It might be in some kind of a loop...the Dell screen will come on briefly, then goes black then the No Signal screer will come on briefly then fade. At this point my only access to the computer is to utilize the escape/F2/F12 to bring up the machine BIOS. It appears that I can boot utilizing the Legend setting if I had the DVD media (which I do not). Other than turning this computer over for recycling or if this appeal is successfully answered by the group intelligence on this forum, I plan to order a full Microsoft certified Windows 7 Premium OS package, install this OS on the machine thusly overwriting the Windows 10 program and at some point in the near future download Windows 10 when the "dust settles". To close, assuming the Windows 10 recover cannot be reinitiated do you think the Windows 7 reload will work???? Thanks in advance!!!

Have you attempted to contact Dell?
I would think that they would be able to assist you with either.....
Instructions on how to use the Factory Partition to recover your machine to its' factory condition, or......
Provide a set of system Installation media which would effectively do the same.
Usually, if the machine is still under warranty this recovery media is free, if not there might be a nominal fee.

If you have access to another functioning computer the Windows 10 installation media can be obtained from either of these two resources.

Once you have the ISO you can use ImgBurn to burn it to a DVD or Rufus to burn it to a USB ThumbDrive (which may be the better alternative if your computer is UEFI and the hard disk is GPT)

I have downloaded a full 64 bit PRO version from Microsoft and burned it to a DVD. Saying that, what was previously said is quite accurate. You can install the OS From that DVD and most times it will find the keys it needs to finish installing buried deep in your registry. If you have a fast download, it won't take long, but, also, won't be just a few minutes. VERY handy to have in such cases.
