Windows 10 BSOD Error and Can't Access Automatic Repair

I'm stuck in a BSOD loop on Windows 10 and can't access the automatic repair tool. Safe mode (F8) doesn't work, and I couldn't reinstall Windows via a bootable USB. I tried BIOS changes like switching SATA controller settings and boot modes to legacy, but the problem persists. Even using Dell's recovery tool to install Windows 8 didn't help—it just shows the Windows logo and loading screen, then either restarts or freezes. Any advice would be appreciated!
