Windows 10 Background Help

Whenever i change my background into a downloaded image from the internet, i cannot change the fit of the background (Center, Fill, Fit, Stretch etc.) Please help!

 

[Trouble]

Start Button, Settings, Personalization, Background.
Background = Picture
Browse button to your downloaded image file
Choose a fit -> Drop Down to choose -> Fill, Fit, Stretch, Tile, Center, or Span

And this is the thing whats not working, when i do Fill, Fit, Stretch of any of those, nothing happens with the background. it only happens when im using the default backgrounds. but i cant change the fit of the downloaded backgrounsd
