SOLVED Windows 10 Background Color IMPOSSIBLE to Change

First, I am running the latest version of Windows 10.
Edition Windows 10 Pro
Version 22H2
Installed on ‎2023-‎11-‎20
OS build 19045.5011
Experience Windows Feature Experience Pack 1000.19060.1000.0

My LCD screen ( Samsung C24F390) is calibrated to true colours for photography.
My Graphics card is an NVIDIA GeForce RTX 2060 SUPER.

Does anyone know how to change the light green background color behind all apps and browsers.
There is not an obvious solution to me.
I have been all over every imaginable setting in SETTINGS and in my different browsers with NO luck.

I will be most appreciative for an answer.
Even an update to the REGISTRY will be acceptable if needed.
I am probably missing something really dumb.
