Win 10 Start (Right mouse click) doesn't work; Outlook 2016 frequently freezes

Two issues
  1. Windows 10 Start icon doesn't respond to left mouse click (tested mouse - nothing wrong there). Right mouse click works.
  2. Outlook 2016 uses freezes after five or more operations (opening mail, etc). Only recourse is to have Task Manager up an running and "End Task" and start again.
HELP !!
