Win 10 setted my Time Zone to Eastern, although I am CEST

Windows 10 unexpectedly switched my time zone to Eastern, even though I am in CEST.
I cannot hange it using the options in the time zone settings.
I also can't revert it back through the command prompt, as I receive a message indicating I don't have any admin privileges each time I try.
