Win 10 notifies Defender and third party antivirus Turned off

I am getting numerous and annoying notification telling me that Both Win Defender and my third party anti virus (F-Prot) are both turned off. Defender is turned off and F-Prot is on and working. This used to happen a couple of years ago but was fixed in an update (I do not remember which one).I am getting up to 20 notifications a day. I have tried all of the solutions that I could find on the net. but nothing has worked.
