Most of the general Windows 10 help has moved online - pressing F1 on places like the desktop will bring up a help search in the browser. Some apps like IE have specific help sections on the MS website when you press F1 within the app.

I guess it makes sense now that almost every PC has an internet connection and help information can be kept up to date.
