Vertical scroll bar jump

I am having trouble with the vertical scroll bar while viewing pictures. When scrolling down it automatically jumps back to the top of the page. Very annoying. There seems to be an imbedded command I can't resolve. Any assistance to a 71 yo low tech person would be appreciated
