Right click on the time on the task bar. Click on Adjust date and time. Turn OFF set time zone automatically. Turn off adjust daylight saving time automatically. Scroll down the list of time zones and UTC is there.
I think that will do it forever unless you reload Windows. But it is not protected against anyone altering the settings.
There's all kinds of UTC desktop apps. This one looks interesting. Before opening the downloaded app, right click on the app and scan with Defender or Malwarebytes.
