Upset for this

I am just upset about how some apps and desktop items have scroll bars and others do not. Like why would recycle bin do this what have a bottom scroll bar when nothing is in it. please help

There may not be anything listed. But there are still columns spanning wider than your window. You can make those columns narrower if you wish to get rid of the scroll bar.
