uploading jpeg

I am trying to upload a jpeg stored in documents into an online form via 'browse 'but just get a blank screen though I know the picture is OK- I am using WINDOWS 10 and I had scanned the picture to get the JPEG.. how do I resolve this.

If the file has a ".jpeg" extension, try renaming it with ".jpg".

Also of consideration is the size of the file, usually a limit setting of the site involved.
