how do you upgrade from my test 10 to released 10 is it free and will all problems be resolved

The last insider build was technically the final version. Go to Settings->System->About. Edition should say Windows 10 Pro. What problems?

1. If you are using Insider Preview ( you called it test 10 ), you will get new builds as they are released. You knew that.
2. Coincidentally, the most current Insider Preview build 10240 is also a Windows 10 final release. So, you could call it free. However, Microsoft continues to develop new builds. When one is ready, it will be released the usual way, and your build 10240 will be replaced by the new build.
3. No. Nobody can guarantee that " all problems be resolved ". It is still a new OS and it is still possible there will be bugs or glitches. Not to mention if your "problem" is hardware issue and not software issue.
