Despite trying, I can't turn it back on. I downloaded something that resulted in a virus, and now it's taking control. Windows antivirus isn't detecting it.

Have you tried booting into Safe Mode? Sometimes, you can access the Task Manager and other admin functions from there. To do this, restart your computer and press F8 before Windows starts loading. From there, choose Safe Mode with Networking and see if you can run any antivirus software or system restore.

Another thing you could try is using a bootable antivirus rescue disk. You can download one from another computer and create a bootable USB drive. Boot your infected computer from this USB drive, and it should help you clean up the virus.
