Trouble installing and uninstalling apps on my PC

Whenever I attempt to start the Windows Installer from services.msi, I encounter error 216. I've tried various methods to fix it, including resetting my account, but nothing seems to work. I really need some assistance because I can't use my PC properly without certain apps.

I just double-click the .msi file, such as LibreOffice_7.6.5_Win_x86-64.msi and it runs. If I right-click it and choose Open with it brings up the Windows Installer which can be clicked.
