The user profile service failed to open error

I get an error "The user profile control failed at login"when trying to login for the first time to a newly added family account. I accept the invitation from another computer but get the error when trying to switch to the new profile. This account runs fine on another computer. I deleted this account from this computer using Windows 10 because windows mail stopped working. Now I can not reinstall the profile. Can anyone help?

How exactly did you go about doing that?
IF you look in control panel, user accounts, manage another account, is the account listed?
If you look at C:\users\UserName is the profile folder still there.
If you go to https://account.microsoft.com/family#/ is the account still listed there?
Open an elevated command prompt and type
net user
and hit enter
is the account there?
