Taskbar Loading Slowly Since Last Week

Hello,

My PC's taskbar has suddenly started taking 2 minutes to load, despite previously loading in just 5 seconds. Disabling startup programs didn't help. The slow loading persists even after restarting Windows Explorer. Interestingly, a full shutdown makes the first startup fast again. I've checked for malware and tried a system restore, but no luck. Any help would be appreciated.
