task bar flashing after installing 10 no icons at all just says serch the web and windows?

I need help I cant even figure out how to go back if I wanted to.The task bar just keeps flashing with no icons except (Serch the web andWindows)

Sounds like what I just found when I installed today. I get the task bar and my wallpaper flashing on and off. Ctrl-Alt-Del works and Resource Monitor under Task Manager shows explorer.exe continuously starting-suspending-and terminating. No solution yet, I am at a loss.

Yes that sounds like its the same as what I have. No solution yet.

 

[Trouble]

It seems that there can be any number of reasons for this flashing problem. Sometimes a driver issue with GPU or trackpad or even third party security suites that keep trying to load and failing.
But a solution that I found kinda interesting..... don't know if it will help either of you guys but it might be worth a look.
