Systemsettings.exe suspended? Element not found?

I just bought a new HP laptop today and at first, settings worked just fine. A little while later I found I could no longer open it. I got the "element not found" when using the search windows and clicking "start settings". On taskmanager, it says the app is suspended. How do I fix this without knacking up a brand new laptop?
